This literature review refers to 130 recent sources on the subject of teacher quality in order to make the case that improving teachers and improving teacher training and professional development is essential to improving academic outcomes. The report examines the link between teacher quality and student achievement. It investigates initial preparation and induction of teachers, supply and demand related to personnel practices, professional development, teacher evaluation, and compensation and incentives. This study led to a further report commissioned by the Ontario Ministry of Education on the role of principals in schools. It also led to a subsequent study on alternative compensation models for teachers.
